The city of Greater Sudbury in Ontario has revealed its list of designated employers for the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP).
Under these pilots, eligible foreign nationals can apply for Canadian permanent residency if they have a community-endorsed job offer from a designated employer.

Greater Sudbury is one of the few communities participating in both pilots. According to reports, it has received 525 nomination slots for the RCIP, and 45 slots for the FCIP in 2025.
Greater Sudbury is the largest city in Ontario by land area. Its boundaries for the RCIP and FCIP include surrounding communities such as Killarney, St. Charles, and Noelville, among others.

The list of designated employers for the RCIP and FCIP comes just weeks after Great Sudbury revealed its list of priority sectors and occupations for both pilots.
The significance of designated employers for the RCIP and FCIP
The RCIP is an immigration pilot that launched earlier this year. It aims to help employers in select rural communities in Canada fill labour gaps.
In order to be eligible, a foreign national must have a job offer from a designated employer in a participating rural community. The job offer must also be within the list of priority occupations listed by the community.
Meanwhile, the FCIP is a pilot launched earlier this year to support the growth of Francophone communities outside Quebec.
To be eligible, a foreign national must receive a job offer from a designated employer in a participating Francophone community. The job offer must also fall within that community’s list of priority occupations.
For both pilots, apart from having a qualifying job offer from a designated employer in the community that is also within a priority occupation, foreign nationals need to meet other criteria.
These include
- Demonstrating related work experience, or meeting the criteria for the international graduate exemption;
- Meeting language proficiency requirements (for the FCIP, this means demonstrating French language proficiency by getting NCLC 5 or higher in all four abilities);
- Meeting educational credential requirements; and
- Demonstrating sufficient funds to support the settlement process.
Candidates who meet all the criteria and receive a valid certificate of recommendation from the community can directly apply to the federal government for permanent residence (PR).
