On July 22, 2025, the first invitations to apply for permanent selection under the Programme de sélection des travailleurs qualifiés (PSTQ – Skilled Worker Selection Program) were issued.
This invitation exercise targeted two of the program’s streams:
- Stream 1: Highly qualified and specialized skills
- Stream 4: Exceptional talent
Other invitation exercises are planned in the coming weeks for the program’s four streams.
The invitations first targeted persons already living in Québec. They mostly prioritize persons who speak French, have Québec work experience or hold a diploma from Québec, in the regions in particular, and who practise an occupation that contributes to relieving the labour shortage.
The number of persons invited per stream as well as the invitation criteria used are available at Québec.ca.
The PSTQ is for people who wish to settle in Québec permanently for work.
- Potential applicants must first declare their interest in immigrating to Québec as a skilled worker by completing a declaration of interest. Declarations of interest completed before November 29, 2024 (date the PSTQ came into effect) must be updated.
- Submitted declarations of interest are ranked according to the PSTQ scoring system. People who obtain a high score and meet the criteria may receive an invitation to apply for permanent selection under a stream of the PSTQ that applies to their profile.
