The Manitoba Provincial Nominee Program (MPNP) has temporarily halted the intake of new Employer Services applications.
The province anticipates that it will reopen the application intake for Employer Services on August 5, 2025.
This pause took effect on July 4.
Foreign nationals whose employers intended to support their nomination between 4 July and 5 August must delay application submission until August 5 or later.
This pause does not affect provincial nominee candidates whose employers have already submitted applications.

About Employer Services
The MPNP’s Employer Services stream gives Manitoba employers a competitive edge in attracting and retaining top international skilled workers.
Through this stream, skilled foreign workers aligned with the province’s labour needs can benefit from employer-driven nominations for provincial immigration.
To qualify for support through Employer Services, local and overseas candidates are required to meet certain eligibility criteria, including the following:
- Being between 21 to 45 years of age (or as specified by the employer).
- Possessing at least two years of work experience relevant to the occupation, or other relevant employer-identified experience gained within the past five years.
- Holding a long-term, full-time job offer that aligns with Manitoba’s employment and wage standards for the occupation.
- Achieving the required Canadian Language Benchmark (CLB) for their NOC TEER* classification—CLB 5 for TEER 0, 1, 2, or 3 positions, or CLB 4 for TEER 4 or 5 positions.
- Having completed post-secondary education and/or training relevant to the occupation (or as specified by the employer):
- Foreign nationals must obtain licensure or certification from the relevant regulatory body if required for the position.
*The Canadian federal government uses the National Occupation Classification (NOC) to categorize occupations. Within the NOC, there are six levels of Training, Education, Experience, and Responsibilities (TEERs), with TEER 0 being the highest skilled occupations and TEER 5 being the least skilled.
The MPNP is currently prioritizing overseas workers holding confirmed job offers from Employer Services-approved Manitoba employers when issuing Invitations to Apply (Itas).
Manitoba employers must also meet certain criteria to be eligible for the MPNP’s Employer Services stream.
