From July 1, 2025, Malaysia’s Xpats Gateway has been upgraded into a fully integrated, end-to-end platform for managing expatriate hiring. This enhancement streamlines the application process for Employment Pass (EP) holders by consolidating key pre-approval steps into a single digital portal.
Key Changes to the Employment Pass Application Process
1. Approval Letter from Department of Labour (JTKSM)
- Companies must now submit the Prior Approval application to the Department of Labour Peninsular Malaysia (JTKSM) under Section 60K of the Employment Act 1955 directly through the Xpats Gateway.
- The previous submission method via the JTKSM ePPAX portal is no longer available.
- While the official processing time has not been updated, the current standard of approximately two weeks is expected to remain.
2. MYFutureJobs Posting & Recommendation Letter from Social Security Organisation (SOCSO)
- Employers are still required to post job vacancies and complete the Hiring Outcome Report (HOR) on the MYFutureJobs portal.
- However, under the new system, details of the job posting must now be entered into the Xpats Gateway during the support letter application process – unless the expatriate is exempted.
